2006 AVR Waste incineration Rotterdam: ‘Strategic Project Management’.

This strategic project for the city of Rotterdam (the Netherlands) was supervised by VSH, which had a baseline measurement done for the strategic impact using the ‘Brus tool’. For a project like this, the stakes are usually very high. When renovating and expanding waste incinerators, it is a must to deliver a fully functioning ‘product’ within the budgeted, time and costs.

There are many examples of strategic projects in government that are not completed on time. For AVR, it was an absolute necessity to remain within the planning and VSH was prepared to take up the challenge. VSH also saw the need for an additional analysis tool that could identify opportunities and threats in a validated and reliable manner.

The project was of such magnitude and importance to both client and contractor that it was called a ‘Strategic Project’ and, due to its content and impact, was also suitable to be used as a strategic decision tool. Based on specific input from VSH, a decision design was developed, which in its simplest form produced the result shown on the next page.

In this project, the correlation technique was also used for the reliability analysis, whereby the correlation was calculated between ‘Overall Estimates’ (OEs) of all project staff on the one hand and ‘the calculated RP-Indices’ on the other hand.

The results of the test showed that unanticipated obstacles became visible and the probability of a successful project was increased by measures taken before the start of the project. The project was delivered within the specified delivery criteria.

The methodology helped us to gain insight into the strengths and weaknesses of the project and the validation of the ‘scan’ was demonstrated by making a match between the results of the scan and the actual control of project processes.
